Functions Under the RMA
Regional Councils have primary responsibility for managing air quality under the RMA. Regional Council functions include the control of discharges of contaminants into air.

Territorial authorities have responsibility for managing the effects of land use and subdivision, including the location of activities that may discharge contaminants to air. They are also able to make bylaws under the Local Government Act 2002 including for the purpose of protecting, promoting and maintaining public health and safety 4343 , and play a role in managing air quality through issuing Building Act consents for domestic fires.
