District Plans
Territorial councils (city and district councils) are required to prepare a district plan
to assist the territorial authority to carry out its functions under the RMA,
including controlling “any actual or potential effects of the use, development, or protection of land, including for the purpose of the avoidance or mitigation of natural hazards”.
A district plan must include objectives for the district, policies to implement the objectives, and rules to implement the policies.
District plans must give effect to the NZCPS, any national policy statements, the relevant regional policy statement and national planning standards.
