Resource Consents
Resource consent applications (including any to subdivide, use or develop on, by or near land subject to natural hazard risk) must be accompanied by adequate assessments of environmental effects (AEE). Clause 2(f) Schedule 4 of the RMA states that an AEE should consider 'any risk to the neighbourhood, the wider community, or the environment through natural hazards'. {im:3862}} An assessment of the site should reveal the risk of hazards such as erosion or flooding. The council's role then is to audit the AEE checking whether all appropriate effects have been identified and addressed. 4726 Councils have a specific duty to keep “records of natural hazards to the extent that the local authority considers appropriate for the effective discharge of its functions”. 3863
